It looks to me like it might be Jerome Avenue in the Bronx. Washington Heights is in northern Manhattan just across the Harlem River from the western Bronx. When I was a kid we used to play in the buildings vacated to clear a path for the Cross Bronx Expressway (I-95 North). I'm glad that you and Hugo found your way back out.
I know the feeling. I just made a family reunion trip to Massachusetts last week. It's easier to wind up in the wrong line in that GW area.
